How can I resolve '"Safari.app" is not open anymore' error on my husband's MacBook Pro M3?

Why does my husband's MACBook Pro 2023 M3 with OS Sequoia 15.5 suddenly have NO Safari app? 'The application "Safari.app" is not open anymore.' is the error message when clicking on its icon. Apparently this disappearance happened on June 2, 2025 at about 10PM EDT.

The error indicates it still exists, but cannot be opened. Not that it is gone.

Where is the icon you are clicking on exactly? The Dock at the bottom? A bookmark on the desktop? Somewher else?

Try opening it directly from the Applications folder in Finder instead. Does it work from there?

Try holding the shift key, when opening Safari either from the Dock or from the Applications folder in Finder.
