I want my items in the Files app kept on my iPhone instead of having to download them from iCloud. I want access to them when I am not online or have no internet access.

They are in the On my phone folder. And when I select a document in the On my iPhone folder in the Files app that I want it then gets downloaded from iCloud, I guess. This is what it looks like when it’s downloading.
Your can save the files in the On your phone folder in files
To fix this go to
settings > apps > Safari (or whatever app that you are downloading things on) > Downloads > select on my phone
