Tagged faces not appearing in People albums across Apple devices

In the main iCloud library, names are displayed when I get info on faces I have previously tagged. But these images are not showing up in their People folders on any of my devices.

Why do names I have tagged in my photos randomly disappear? Every couple of weeks, hundreds of face names that I have laboriously tagged in Photos simply disappear. There's no pattern I can discern, no reason I can fathom why some names stick and others vanish. This has happened to me again and again, and it's apparently happened to others who have shared their experience on this forum, but I've never seen any evidence of a fix. I suspect the problem has to do with iCloud when syncing photos across multiple devices, but I can't be sure. Does anyone have any suggestions? This has been a problem for years. Why can't Apple fix it? -matt

Adding someone to People in Albums The information button is not giving me a ? on the face of anyone in my photo so that I may add them to my people in albums. Why?

Cannot untag people in photos, as there is no face circle. Same issue here from 1 year ago: Identified people, but no face circle, so… - Apple Community People are tagged in photo by Apple Photos, but no circle. Right click on photo and select "person not in photo", nothing happens. Update from apple would be great, as this issue seems to be very old and not solvable.
