When my son joins family after a while it says 12,000,000 minutes limit reached and locks his phone. Screen time not even on

Screen Time is not working properly in iPhone I have set up screen time limits for my two teens and the settings worked for a while. Their phones would shut down when they were supposed to and they couldn't access restricted apps and websites. Now, no matter what I do, change the passcode, reset limits, etc. the phones don't shut down or block restricted apps or websites. It is so frustrating! [Re-Titled by Moderator]
