Why can’t a Family Sharing member in another country access shared subscriptions?

Hi! I've got a 3 members family with one of them being in another country. I share 3 subscriptions with them: icloud, apple arcade and apple tv. For some reason, the one member in another country have only iCloud and not other two. Could it be the problem?
