Is there a method of avoid installing Apple Intelligence in the first place in lieu of installing and disabling?

A general question about Apple Intelligence. Is there a method of avoiding installing this feature in the first place in lieu of installing and disabling? An option at the time of OS upgrade where the consumer is given a choice to either install or skip installation of Apple AI? As benign at it may seem, I personally have no need for this application on any of my products. Nor would I have need for this application on any new product I might choose to purchase in the near future.
