When you enable live photos, the camera switches to a 24-megapixel setting. On the other hand, if you enable the max 48-megapixel camera, live photos will be disabled. It is always a hassle which one to take photos, I love live photos so that the 48mp came may stay useless!

The other problem is thst while the camera is open, the video camera runs constantly, then once the button is pressed it truncates the video to a short time before and after the button press.
Great for getting the best shot but poor for quality, power and storage.
I didn't know that. But it makes sense for video to be running in the background any time the camera app is open. It can't know when you're going to press the button, so it has to be able to grab that few seconds worth of video at a moment's notice.
Because the resultant live photos (which are in fact short videos) would be huge.
Live photo is a cute, but utterly useless gimmick. The camera takes a short video (3 seconds I think), then ends with a JPEG image where the "video" stops.
If you want a picture, take a picture. If you want a video, shoot a video. But leave Live photo off.
