My iPhone 4 is disabled since I forget passkey and i have no backup my data to my iCloud account is there anyway to extract my data from the phone and recovering my file.

Sorry there is no way to recover your data without a backup.
Sorry, but no. That is the reason why you would have an iCloud backup. All your data on the phone is encrypted with your Passcode, so is completely unusable without it. The only way to access your phone is to reset the Passcode, which results in all your data being deleted on the device.
