Safari isn't reopening windows from last session

Since the last update, if I restart my Mac Mini, Safari isn't opening all the windows from last session. I have to go to history to re-open them. I have the "Safari opens with: All windows from last session" enabled.

This question is often asked but generally ignored although I did earlier this year get one reply with some suggestions which didn't work. (Updating, restarting Safari in safe mode etc). I can't update OS beyond Big Sur 11.6.8 to Monterey due to the iMac being late 2014 model. Safari version is 15.6. Has anyone found a work around other than ditching Safari? Thanks!

Safari 16.0 ..no longer 'Reopen All Windows from Last Session'? Since the recent upgrade to Safari 16.0, when I start up Safari in the morning and click on "Reopen All Windows from Last Session" from the previous day,, only TWO windows will show up,, not the 6 or 7 windows from the previous day. this feature worked perfectly before the upgrade (so please don't suggest to "make sure your Macintosh computer is plugged in") thank you, :D

Safari won't REOPEN LAST CLOSED WINDOW nor ALL WINDOWS FROM LAST SESSION I recently installed macOS Monterey (Version 12.4) on my iMac 21.5", and "Reopen Last Closed window" or "All windows from last session", after I quit the App and/or Shut Down the computer, and restart it, all pages show only the Home Page. Any help please, maybe from Apple directly? Thanks
