Why can’t I add myself as an admin for my own music on Apple Music?

"Why can’t I add myself as an admin for my own music on Apple Music?: I've tried twice now to gain admin access to my music on Apple Music. Both times I've had to wait over a month just to be told my request has expired because I don't have admin access. Go figure. I've searched online for answers and no one seems to have them. I've gone through the process twice. I see my music for play and sale and can't get access. It's been three months at this point..."
