Why does Apple Account require a credit card for creating a child account?

Creating an adult ID doesnt need credit card, however creating a child ID forces one to provide credit card details as parent, that beats my imagination why ?

So it requires your credit card details so that if you want to buy something online, you can always buy something but you can always have parent controls so that they can’t buy anything with it like for example only using your fingerprint
