Unable to play music after downloading from iCloud on new iPhone

After looking through the community and trying all the tips and trouble shooting I still am not able to play my music. My Country/Region is correct and the songs are allowed in this region but I’m still getting this message. This has been since I had to get a new phone because my old phone stopped working and had to download everything from iCloud.
