Ask to Buy not allowing Family Sharing Purchased Apps

I have purchased an app for myself and wanted to share it with the family. When I went to download the app on my 13-year-old's phone, it did not allow me to because the family sharing Apple ID is not the same. However, I am sharing all the Apple family sharing apps like music, gaming, Apple TV, and iCloud. I have done all of the research to assist in helping me with this issue. Nothing has worked. I tried to turn off Aak to Buy and add Family sharing apps, and it stated the same thing: "Unable to add Family sharing because Ask to Buy is active. What I do not understand is why both are not able to work together. Ask to Buy can still be enabled, and if there is an app that we would like to share as a family it should be possible, that can be approved as well under Ask to buy. Has anyone else dealt with this. I just need some assistance.
