Cannot Enter My Shipping Address Correctly Due To A Form Field Issue

I moved to Japan. When I enter my shipping address, the "State" field only shows US states and territories, instead of Japanese Prefectures. There is no field to enter the prefecture where I live, which a requirement of a Japanese address. Hence, no delivery can be made because the shipping address is incorrect. Please help or correct the State field choices based on the country chosen.
