iCloud Backup Keeps Turning On For Apps That I Excluded

Earlier this year I found that my iCloud Backup was saving data for 80 apps, almost all of which I didn't need backed up. I only wanted, like, 2 apps' data backed up, but couldn't find a way to keep those 'on' and turn all others off. So I had to turn off those 78 apps one by one (Terrible UI). Last month, I noticed that ALL the apps were toggled 'on' again. So I proceeded to turn them off again, following the same aggravating procedure. Today I found they're all ON again. What gives, Apple? Does every iOS update or something else keep turning them ON? If it's a bug, please fix it because otherwise it seems very sneaky.
