I am trying to delete all safari browsing data on my phone but it says i need to have different restrictions enabled, but there are no restrictions on web browsing so i'm confused what to do.

Just by having Screen Time setup will prevent you from erasing your Safari search history.
So to turn that off, go to Settings > Screen Time > Scroll down to Turn Off Screen Time.
I turned off screentime and it still says that i have web content restrictions enabled but i don't.
Go to Settings > Apps > Safari > Clear Safari Search History. Does that work?
I can't delete safari history because of screentime restrictions but there are none?
