How do I get shared calendars I have in macOS to the version on iCloud.com? When a colleague shares their Gmail calendar with me, it works fine in macOS, I just can't get the shared calendar to appear on the web version. See attached images.

You can't - the same way you can't get Outlook mail in iCloud web the way you can in the Mail app. iCloud is a single-service web portal to your Apple account's productivity tools, photos in iCloud, and so on. It doesn't aggregate your accounts with other service providers.
