Why is Screen Time downtime starting hours before the scheduled time?

I turned on settings->screen time->downtime for my child (using my MacBook). We are all a part of family sharing. I clicked the radio button on and put 11pm - 6pm for the schedule. However, way before 11pm (like at 8pm), my child is blocked out of most apps. He gets the error "Time limit" for most apps and the apps are greyed out. I don't have any other app limits set up. We are all up to date on our OS updates. We are all connected to wifi. All our clocks are correctly set on our computers. I called apple support and they had me toggle the downtime radio button off and on and then for 5 minutes the apps were accessible then 5minutes or so later (again way before the 11pm schedule) they are all greyed out again. What is going on? Please help!
