No Wi-Fi Sync option in Apple Devices Application

The Microsoft Windows application "Apple Devices", is missing the option to "Show this iPhone when on Wi-Fi", as well as the option to "Sync only checked songs and videos".

Attempting to use an older iTunes version to sync using results in a "This iPhone cannot be used because the required software is not installed" error. And the newest iTunes versions no longer support device syncing or restoring in the first place.

If some assistance, clarity, whatever, could be provided, it would be greatly appreciated.
