iTunes Won't Download to New PC Windows 11

I installed iTunes on a new Dell laptop running Windows 11. For some reason, I am unable to download my iTunes library to the new laptop. When I click the cloud icon nothing happens, but it seems I can play the songs. The laptop has been authorized.

I've done everything. Checked to ensure iTunes is fully updated. Checked to ensure computer hardware and software are all updated. Uninstalled and Reinstalled iTunes. Turned off firewall. Turned off antivirus. Checked router and updated to latest firmware update. Contacted Apple and after 6 hours of phone time and 4 sessions of remote access I still do not have access to my iTunes library. What is the next step?

UNABLE TO OPEN ITUNES ON NEW WINDOWS 11 PC I cant open Itunes on my new PC because of the error msg "the file Itunes library.itl cannot be read because it was create by a newer version of itunes.... when i hit ok that msg disappears and itunes does not open......

Itunes won't load on new computer. I brought a new computer running Windows 11. I had them transferer all of my stuff off of my old computer onto my new one. Didn't see my iTunes on it so I downloaded iTunes onto this computer but when I try to open it, I get "The file "iTunes Library.itl" cannot be read because it was created by a newer version of iTunes. What do I need to do to get my iTunes back? Thank you for your help. Jim
