Why is my iPhone Shortcut automation not running?

I have created two shortcut automations on my iPhone 11 Pro.

The first one for when I leave my home address, is set to turn Wi-fi Off, Bluetooth Off and Mobile data On. This runs fine and seems to run as soon as I leave the specified area around my home address.

The second one for when I arrive at my home address, is set to turn Wi-Fi On, Bluetooth On and Mobile data Off. However, this automation does not run.

Manually turning the Wi-Fi On will sometimes run the automation immediately.

I have checked all my location services as well as tried "Share Across Device" both On and Off.

My mobile data signal is strong.
