I was wondering if I buy the HomePod speaker connected to my Samsung TV to hear it like surround sound or sound bar or is there another one that's cheap sound bar connect TV surround sound speaker

no, thr only devices that can output audio out of an homepod are ipads, iphones, iPods, computer and appletv box
it only play audio using airplay 2, and the devices such as Samsung tv's and the likes that support airplay 2 only do so as recipients not as transmitters (to the best of my knowledge)
