Why can’t I accept the updated iCloud terms & conditions on my iPod touch?

I've just updated to the latest iOS (15.8.4). I'd hoped this would sort out the iCloud T&C problem but it's the same. In settings/via pop up I get a box telling me I need to accept the updated T&C. When I try, I get a spinning icon and it doesn't work despite numerous attempts. I can't go back (greyed out) so have to close the settings down. The only thing I found on the Apple site was to update to the latest version of iOS. I've done that today and the problem is still there and has been for months. Having some access to iCloud would be useful but I can't get rid of this warning and request.
