Why is Lockdown Mode blocking contacts from my iPhone?

I'm receiving the following notification, and I don't know why?

It states "Lockdown Mode blocked "Name" from contacting you." In each case the "Name" is a contact entered in my phone contacts. Is this a normal notification for this setting, and why is it blocking someone from my phone contacts?

Try this:

To turn off Lockdown Mode on your iPhone, open the Settings app, navigate to Privacy & Security, then tap on Lockdown Mode. Finally, tap "Turn Off Lockdown Mode" and confirm the action when prompted, which will require your device passcode and restart your iPhone to fully disable Lockdown Mode
