Do you have Safari on your iPad or not? This is fairly easy to determine.
Search for things on your iPad:
Use Spotlight Search on your iPhone, iPad, or iPod touch - Apple Support
Also, if you go to the App Store and search for Safari, if it's on your iPad, you'll see an "Open" button rather than "Get."
When you say you're trying to go online, what do you mean? Please explain step by step.
Explain more, do you have Safari on your iPad? Of so then what is the problem?
