How can I make my MacBook Pro discoverable for Bluetooth?

My bluetooth can't turn on: discoverable off even the button is on

I've tried to press shift+option but the 'debug' thing to restart did not appear. Help.

Is Bluetooth able to function when you open the System Settings | Bluetooth panel? Do you see devices connected to it or is it greyed out? It should be discoverable as long as that panel is open.

If nothing is working, are you also having any issues with WiFi? I've seen some older devices where the Bluetooth and WiFi chips are failing and exhibiting similar behavior. How old is the MacBook?
