Cannot change "Access to Web Content" settings in "Content & Privacy"

So I had been fiddling with the "Content & Privacy" toggles in Settings, namely specifically this one:

to see how they work (specifically to see how this setting impacts the behaviour of a program that I develop). Unfortunately after a while of me trying to figure out how that stuff worked by fiddling with it, I can no longer change this dropdown in any way, shape, or form. It's just hard-stuck on "Unrestricted Access" now. Which I guess doesn't bother me that much, but I would still kinda like to, you know, un-break it, if possible.


Going to Console.app and starting a capture, I can see a bunch of warnings that look relevant:


Error creating configuration for type system.webcontentfilter.basic: Error Domain=error Code=1 "Wrong nested item, key: siteWhiteList" UserInfo={NSLocalizedDescription=Wrong nested item, key: siteWhiteList}


Any idea if there's any viable way to recover from this?
