Why is Play After/Add To Queue not always available on Apple Music?

So, several IOS updates ago, the queuing system for Apple Music on IOS totally changed to be more like Spotify, I guess. Instead of the Play Later option, we now have either Add To Queue or Play After (whatever's currently playing). However, sometimes neither one of these is available and all you can do is Play Next, whether you want to or not. Is there some rhyme or reason as to how this works?

How can I change the Apple Music Queue settings? I had an iPhone 11 for a while and couldn’t fit updates, now I have the newest iOS and Apple Music update and it changed the way the queue works and I was wondering if there might be a setting to change to make it different, the way it worked before was if I was listening to something like a playlist I could add a song to play next or last, which is not as good as the new queue which is a chunk above the playlist but it doesn’t let me add a song from the queue to the playing without having to listen to the whole queue which is my issue, I like to make my play next in the manual order I make and I can’t add songs from either list to the other so I have to listen to the whole queue first to get to the playlist but I’d rather get them into the playlist without having to add them to into it fully, and I’ve learned that you can shuffle the queue in but that is also annoying because I like the order my songs are in and just want to add two or three more and put them in maybe behind a song but I can’t do that. With all of that said I just wanna know if I can do anything to make the queue able to move a song down into the playlist without having to shuffle the whole thing [Re-Titled by Moderator]
