Can non-Apple users join my Family Sharing and use subscriptions through iCloud?

All of my family is overseas and do not use apple products, if they used iCloud could they then be part or my family and use subscriptions.

Everybody has to be in the same country or region for purchase and subscription sharing, and Apple Accounts usually also now need a payment method for the country or region.
