Sequoia upgrade has stopped access to Safari

I foolishly upgraded my Macbook to Sequoia and now I cannot access Safari at all. I just get the spinning wheel of death. I cannot get to any Safari settings or anything like that. I tried restarting it and it did nothing. I hate Chrome and I am stuck with it now until Safari is accessible again. What can I do myself or do I need to bring it in to the Apple store?
