Safari is getting slower and slower on my iPad?

Safari has been getting slower and slower. I've cleared the cache and adjusted various settings, but nothing seems to help. After several updates (What's New), everything feels sluggish like molasses. I'm running the latest version of iPadOS, but instead of improving, things are getting worse. Even the Files app is affected; it now takes several seconds to load all folders when I open it. None of these issues existed before iPadOS 18.

The blue icon is an indication something is being synchronized, which is the likely reason for that iPad's Internet activity including Files synchronization to perform slowly. I have correlated that icon to a Safari download, but your followup screenshot does not indicate Safari is actively downloading anything (the circle with "down" arrow) so whatever that something is remains a mystery.

Apple has yet to publish a description of that particular icon. For the time being refer to Learn the meaning of the iPad status icons - Apple Support.
