Seems some documents online may only be able to be read online, as they are not available to be downloaded.

The author of a document has the copyright. They can control just what can be done with the document.

Else, try this, if the document is a .PDF file that you are permitted to download:

Download a PDF from Safari to your iPad - Apple Support

Eg: says

You can save a PDF from Safari to read later or share with others.

  1. Go to the Safari app on your iPad.
  2. Go to the PDF, then tap .
  3. Tap Save to Files, then tap Save.
