Cannot play "match" songs via iTunes match

My music library resides on my MacBook (MacOS 15.4, Music 1.5.4.70). I recently subscribed to iTunes match, have turned on Sync Library, and (seemingly) was able to upload/match my music library to the cloud.

I also have a Mac Mini (same MacOS and Music version) that I want to stream music to from iTunes match (no downloading, just want to stream). I have been able to turn on Sync Library on the Mini and I can see the entire music library. All of the songs that have cloud status of "Uploaded" I can stream to the Mini. But the vast majority of the songs listed as "Matched" are greyed out and will not stream.

I have repeatedly tried to update the cloud library from both machines but that hasn't helped.

How can I get these greyed out Matched songs to stream? (Note: I only have a Match subscription, no Apple Music subscription.)
