Music from iPhone not totally syncing with new iPad

Half my songs are available on the iPad. The other half are grayed out. If you hover over one of these a box pops up to say "not available in your country". 99% are US artists - I live in US. All songs are available on my iPhone. So what is up with that.


Yes, both devices synched to cloud.
