Why doesn't iTunes Match sync purchased music to iPhone, iPad, and Apple TV?

I subscribe to iTunesMatch and my Mac preferences have sync with other products checked. This a new problem.

iTunes Match for iPadOS 18.3 not syncing personal library I bought a new iPad Air and upgraded it to 18.3 before my data synced. My iTunes personal library (not Apple Music) which is mostly ripped from CDs did not sync, just purchased items. My Music app for iOS (and macOS) has Library > Sync Library turned on. My Music app for iPadOS doesn't have this option which is required to sync personal libraries - see screenshots below. Did Apple accidentally remove the option from iPadOS, perhaps in 18.3? Note that there is a mistake in the Apple Music support page. It states that a subscription to Apple Music is required for Sync Library which is incorrect: Use Sync Library with your Apple Music subscription - Apple Support. The support page for iTunes Match (I subscribe to Match) states that you must turn on Sync Library for it to work: Subscribe to iTunes Match - Apple Support. Turning on "Show Apple Music" on iPadOS does not make the Sync Library option appear. Note also the vertical gap above Sync Library on iOS - I believe that is where Show All Purchases used to be. Apparently that option was removed in iOS 15.1 and hasn't been restored: "show all purchases" option missing - Apple Community.

Can't sync without Apple Music Subscription It seems Apple wants to gate off any iTunes playlists made from ripping CD's. 20+ years ripping CD's using iTunes has now come to a abrupt halt. To make things worse, iTunes no longer supports music or movies so we're forced to use Apple Music which is faster but here's the issue. You can't sync to Apple Music without a subscription. With all the music I've ripped and digital codes to movies I've used have become non-existent on iTunes. So here's my question. What methods are there to sync without using Apple Music? Can I use a previous version of iTunes? I tried MusicBee but it couldn't sync because the iPhone internal storage for music was deleted in the recent update of iOS, ver.17.3.1.

Trouble with iTunes match consistency across three devices I have ~8,500 tunes, split between purchased and uploaded music. I have managed this library using iTunes Match for over 10 years I use this iTunes Match arrangement on three separate devices, plus Apple TV: iPad Air 3 - does not allow see music by artist, etc, but does allow access to music via all playkists. Extremely difficult to access music except by existing play lists (200+). IPad Air 2 - does not allow see music by artist, etc, but does allow access to music via all playlists. Extremely difficult to access music except by existing playlists (200+). IPhone 14 Pro Max - shows ALL ASPECTS of my iTunes library, including the ability to sort by Artist, fenre, compose, etc. ITunes appears fully functional on this device.
