OK, you'll need a running version of FCP that matches the version that created it.
You need to launch the old project in the old version of FCP, and once it is loaded export an XML file of the project.
Once you have that XML file, you'll need an application called Send To X (available on the App Store) to convert the project to a file the new version of FCP can read.
You then load the file that is created in Send To X into the new version of FCP and relink your media.
Note that not everything you did in the old version of FCP has a corresponding equivalent in the new version so some things may not transfer or will transfer and be wanky.
Also, of course, you'll need all the media that you used for the original project to make this all work.

From 2009? Do you mean it was created in FCP 7 or earlier?
What is the extension on the file?

Correct. Apologies, project was created in FCP 7 back in 2009. And now I'd like to re open it in FCP11 which I just downloaded. I also have Premiere but can't open it in that one either. Extension is .fcp
created by FCP7. Extension .fcp
And it may not be a totally clean conversion. You'll still have to fix some things. The two apps are drastically different.
