Unable to resolve iTunes library error on Windows after reset

I reset my computer and re installed ITunes , but iTunes will not run and I receive the following message.


The file "iTunes Library .itl" cannot be read because it was created by a newer version of iTunes.

See Empty/corrupt iTunes library after upgrade/crash - Apple Community. If you reinstalled an older version of iTunes then you should probably reinstall the current one, otherwise the preference that holds the location of the library may have become corrupted in which case you should hold down shift when launching iTunes and use the Choose Library... option to select the correct .itl file, normally in C:\Users\<User>\Music\iTunes.
