this was asked before and moving the mouse via keyboard was suggested or using the arrow keys. However - both only works, if you are logged on already. This is not possible on the logon screen. So the question remains to be answered …

Who is the maker of the keyboard ?
If and only If this is an Apple Magic Keyboard with the Lighting or USB-C connector
Use the suppled Apple Cable to connect the keyboard to the Mac Mini
By doing so, the keyboard would function as if it were a USB connected keyboard
Should the keyboard be a Non Apple Bluetooth keyboard
Purchase a cheap USB Keyboard like I have done and used for Special Occasions like this one
