iTunes on Windows; Can't access music after downloading app

I was having a lot of trouble with iTunes on my Windows PC. I deleted the iTunes app and re-installed it. I also downloaded the Apple Music app, which I didn't have before.

After signing in with my Apple ID, iTunes does not show my music library. It only has screens for podcasts and audiobooks, neither of which I have.

On Apple Music, I can see the songs, but the play arrow is greyed out. I can't play any songs. I like the format of iTunes better than Apple Music, but I'm willing to use Apple Music if I have to.

HELP!

Windows, Windows 10

Assuming that you've selected to sync all songs from iTunes one would expect everything to be copied over except songs that are in the cloud (likely not relevant unless you subscribe to Apple Music/iTunes Match), not where they are expected to be (will show an exclamation mark if you attempt to access), or unchecked. You can make a smart playlist with a rule such as Checked (or Ticked) is false to reveal all unchecked items. Occasionally specific combinations of metadata and options in the library and the device can cause tracks not to show up where they are expected to, but still be there. E.g. appears within compilations rather than under the expected artist. Try searching on device to see if a track you think is missing reveals itself.
