- Moving things from an iPhone to iCloud, would be an "upload", not a download.
- How to upload will depend on the specific items.
- For files in the Files App for instance, you can simply copy or move the file from the On My iPhone location. to the iCloud Drive Location by pressing and holding on the item in the files app and selecting the "Move" option on the menu, and then Navigating to iCloud Drive.
- For Photos and videos in the Photos app, you can turn on iCloud Photos in Settings ➜ Apps ➜ Photos.

Or use the Share icon, and then choose the "Save to Files" option and select a folder in the iCloud Drive location.
