Swipe back or forward gestures in Safari not working iPadOS

Swipe back and forward gestures don't work in Safari, only the window content moves with your fingers, but there is no switching to the previous page.

Resetting the device to factory settings, setting it up as a new device, change of multitasking modes didn’t solve the problem. This is my new iPad. The previous one didn't have this issue.
