Why are family Screen Time settings not working on iOS 18.3.2?

I have two kids devices that have screen time settings for time allotted per category, for example social media apps with a limit of 1.5 hrs. With 18.3.2 it is no longer honoring this setting and making the apps unavailable. On one device the app has been used for 4 hours and is still available for use. They have not been granted any additional time:

Screen time I have 4 kids 4 iPhones and the app limits turn themselves off multiple times per day. This has been going on since a few iOS updates ago. Also one of the kids screen time requests comes to me in a text thread but the other three do not. What’s with that? I shouldn’t have to turn on app limits multiple times per day for 4 devices.

Screen time app limits dropping I set app limits for my kids, the limits are on their phones after I set them up it but the next day they are gone. This did not happen before and is really frustrating. Why can this not just be fixed? It’s not a restart issue or user error or wrong iOS version, it’s an error and needs fixing. I also use Family Link for Android, work great. Apple is a premium product…….. Richard
