Cant set up a phone on existing child on my Family

When I add the account of my child on the new phone for set up, ask me to complete a action “ ask your family organizer to enable your parent/guardian setting in family settings “ I try but said I am already a parent for this child, how a can fix this please

iPhone 8 Plus, iOS 16
