Why is Screen Time passcode not working on my daughter's iPhone?

My daughter has an iPad and an account set on up on there. Everything worked fine until she got an iPhone with her own plan on it. Now when I try to go into the setting to change her allotted screen time and the code doesn’t work to change anything. I have tried at least 11 times now and I get locked out from trying again for an hour each time.
