If an app is free, it's free. BUT, you MUST have a valid payment method tied to your Apple Account. Without a valid payment method, you cannot download or updates apps. That doesn't mean you'll ever be billed for something unless you want to purchase an App which isn't free, or you choose to make an In-App Purchase, which free apps offer.
