The translate app doesn’t have Cantonese, so when I’m in Safari, highlight a word or sentence, and select Speak, it will Speak in Mandarin instead of Cantonese, even my iOS language and Siri is in Cantonese.

Try pasting the text into Pages and see if it will read Cantonese there. I think there is a bug with other apps.
