This specific command may indeed get to the Apple Recovery Servers and download a Newer Version of macOS than High Sierra
Predicated on the computer is qualifying to run macOS 10.14 Mojave or possible macOS 10.15 Catalina
The problem with Option+Command+r is.
You do not have a choice as what version of macOS will be downloaded
