So your friend has associated your phone number with their account somehow, and is unwilling to change that?
And whatever the account setting might be, Apple is unwilling or unable to alter that?
Seems you’re left to negotiate with the friend directly, or to pursue whatever legal recourse might be available, or to change the phone number, then.
My friend added my phone number as a payment method using instruction from my mobile operator (not through Apple account settings).
Later we wanted to cancel that and asked Apple Support for help.. they said that connection does exist, but they can't cancel it
Maybe i can contact the Apple Developers? I want to continue using my phone number as a payment method of my Apple account
One account is mine, another one is my friend's.

Billing without permission is fraud. Call the police. Maybe your friend then remembers how to not bill your account.
No, no.. My friend made it with my permission, it is not a fraud ))
But now there is no need for this link anymore. That's why we started all this disconnection/delink process
