Do you have Sync Library turned on? I keep that turned off – and unfortunately, in my experience, when you keep that turned off, Apple Music won't let you save any offline listening copies.
Note that the "unlimited downloads" are for subscription songs that will only play as long as you are a subscriber.
with my home wifi I can download my subscription with no charge
when I take my computer to other venues and log on different wifi
my apple tunes charges me for songs, no option comes up which will let me download songs on my subscription.
I have plenty of storage space and I receive no error messages
