Apple school manager - apps and books keeping processing after adding licenses

Under Apple school manager, after licenses are added in apps and books. The status keep processing. It has been 3 hours from now. I try to provision other apps. It is the same. Both Macbook or IPad apps happen.

I checked with the billing pages. Those licenses has been purchased (even it is zero money).

What are the issues? Thank you
